Publication Number: CEC-300-2009-006-CMF Abstract: This Renewables Portfolio Standard 2006 Procurement Verification Final Commission Report presentsthe California Energy Commission's findings on the amount of renewable energy procured byselect retail sellers of electricity under California's Renewables Portfolio Standard (RPS). Thisreport presents RPS procurement verification findings for 11 retail sellers, which includesinvestor?owned utilities (large and multi?jurisdictional utilities), and electric service providersfrom 2001 and 2003 through 2006, as claimed by the retail sellers. The findings are based on the Energy Commission's Interim Tracking System, which relies onself?reported procurement and generation data that is verified by Energy Commission staff tothe extent possible. The report lists all of the eligible and ineligible procurement claims made bythe various reporting entities. The vast majority of the procurement claims were from RPScertifiedfacilities with sufficient generation to cover the total procurement amounts claimed.In the draft staff version of this report, there were some procurement claims identified asineligible; most of these were for generation from facilities that were not RPS?certified. Additionally, there were procurement claims that did not include the renewable energy creditsand were, therefore, determined to be ineligible for the RPS. All retail sellers who were found tohave ineligible procurement claims revised their RPS filings with the exception of SouthernCalifornia Edison Company's Mountain View procurement claims. The Energy Commission isresponsible for preventing double?counting; consequently, in addition to the claims notincluding the renewable energy credits, another reason these procurement claims were notallowed for the RPS was to prevent double?counting. Without evidence to the contrary, the Energy Commission finds that the procurement claimamounts listed in this report as eligible toward the RPS to count toward meeting the retailsellers' RPS obligations.
