Renewables Portfolio Standard 2007 Procurement Verification - Draft Staff Report

Abstract:

This Renewables Portfolio Standard 2006 Procurement Verification Draft Staff Report presents the California Energy Commission's findings on the amount of renewable energy procured by select retail sellers of electricity under California's Renewables Portfolio Standard (RPS). This report presents RPS procurement verification findings for 11 retail sellers, which includes investor?owned utilities (large, small, and multi?jurisdictional utilities), and electric service providers from 2001 and 2003 through 2006, as claimed by the retail sellers. 

The findings are based on the Energy Commission's Interim Tracking System, which relies on self?reported procurement and generation data that is verified by Energy Commission staff to the extent possible. The report lists all of the eligible and ineligible procurement claims made by the various reporting entities. The vast majority of the procurement claims were from RPS?certified facilities with sufficient generation to cover the total procurement amount claimed. 

However, there were some procurement claims identified as ineligible; most of these were for generation from facilities that were not RPS?certified. Additionally, procurement claims that did not include the renewable energy credits were also determined to be ineligible for the RPS. The Energy Commission is responsible for preventing against double counting; consequently, in addition to the claims not including the renewable energy credits, another reason these procurement claims were not allowed for the RPS was to prevent against double counting. 

Without evidence to the contrary, the Energy Commission recommends the California Public Utilities Commission, for determining retail sellers' compliance with the RPS program, count the amounts determined to be eligible toward the annual procurement target as provided in this report toward satisfying the retail sellers' RPS obligations.
