Abstract: California was among the first states to enact a renewable portfolio standard andcurrently has one of the most aggressive portfolio requirements in the country. Californiahas adopted an RPS requiring that 20 percent of electric energy be generated fromrenewable resources by 2010 (2013 with flexible compliance).1 The Governor and thestate’s Energy Action Plan have endorsed a further goal of 33 percent renewables by2020, in part, as a strategy for meeting the greenhouse gas emission reductionrequirements of AB 32.2 Meeting these RPS goals will require a substantial amount ofnew transmission development, as most large-scale renewable resources are located inremote areas rather than near the state’s major load centers. The Renewable EnergyTransmission Initiative (RETI) is a statewide initiative designed to identify and quantifythe renewable resources that can provide cost-effective energy to meet the RPSrequirements, and also to identify the transmission investments necessary to ensuredelivery of that energy to California consumers.RETI brings together renewable transmission and generation stakeholders in aprocess to identify, plan, and establish a rigorous analytical basis for regulatory approvalsof the next major transmission projects needed to access renewable resources inCalifornia and adjacent areas. RETI is divided into three discrete phases. Phase 1 isdesigned to provide a project level screening and ranking of potential renewable resourcezones and to broadly identify transmission requirements to access these zones. Phase 2will examine generation and transmission in more detail and will develop conceptualtransmission plans to the highest-ranking zones. Phase 3 is intended to support transmission projects and to establish the basis for regulatory approvals of specifictransmission projects. Phase 1 has been sub-divided into two tasks, with Phase 1Adefining the resource assessment methodology, detailing study assumptions, andidentifying resources to be considered in the project-level analysis (this report). Phase 1Bwill utilize this methodology to aggregate the identified renewable energy resources intoCompetitive Renewable Energy Zones (or “CREZ”).
