The California Energy Commission's (Energy Commission) 2004-2005 Integrated Energy Policy Report (IEPR) Committee and the Renewables Committee (Committees) will conduct a workshop on renewable distributed generation (DG) to seek input for the 2004 IEPR update. Commissioner John L. Geesman is the Presiding Member, and Commissioner James D. Boyd is the Associate Member of the IEPR Committee. Commissioner John L. Geesman is also the Presiding Member and Commissioner Jackalyne Pfannenstiel is the Associate Member of the Renewables Committee. The workshop will be held:

As part of the 2004 IEPR update, the workshop will focus on the status of and long-term strategies for incentive programs and policies for renewable DG (See Attachment A for the agenda).

The Committees are seeking the active participation of all interested parties in discussing these topics and defining the scope of this project; additionally, the Committees would appreciate written responses to the specific questions contained in Attachment B. Written comments may be submitted in advance of the workshop or as reply comments following the workshop. [See Workshop Comments].

Background

The Energy Commission adopts an IEPR every two years and updates the report every other year. In the 2003 IEPR, the Energy Commission stated that it would conduct a process to examine accelerated renewable development as part of the 2004 IEPR update. This part of the 2004 IEPR update will provide information and suggest policy steps to the Governor and Legislature regarding California's long-term renewable energy targets including renewable DG applications. More specifically, the update will discuss recent activities and policy recommendations affecting the Emerging Renewables Program at the Energy Commission, the California Public Utilities Commission's (CPUC) Self-Generation Incentive Program, prospects for establishing a significant solar penetration on new homes in the state, net-metering policies, and other renewable DG opportunities and barriers.

For ongoing work on DG issues more generally, see the Energy Commission's DG proceeding (04-DIST-GEN-1) and the CPUC proceeding regarding DG and distributed energy resources (R.04-03-017). Information from this June 8, 2004 workshop will be useful to the DG proceedings to the extent that it applies. The 2005 IEPR will contain a discussion of DG and distributed energy resources from these latter two proceedings, including both renewable and non-renewable technologies.

Workshop Comments

The Energy Commission encourages members of the public to submit written comments. Written comments submitted before the workshop are requested by close of business June 4, 2004. Written comments may also be submitted at the workshop, and parties will have the opportunity to submit reply comments following the workshop by June 15, 2004.

Parties may file a single copy electronically with the Docket Unit and follow up with an original copy by mail. The Energy Commission encourages comments to be submitted by e-mail so that comments may be posted on the IEPR proceeding Web page. If you cannot send comments by e-mail, please provide original and 12 copies by mail or in person to the Energy Commission's Docket Unit. All written materials filed with the Docket Unit through e-mail, regular mail, or in person will become part of the public record in this proceeding.
