AGING POWER PLANT OPERATIONS AND RETIREMENTS
DRAFT STAFF WHITE PAPER
The California Energy Commission's 2004-2005 Integrated Energy Policy Report (IEPR) Committee (Committee) will conduct a workshop to seek public comment on the draft staff white paper Resource, Reliability and Environmental Concerns of Aging Power Plant Operations and Retirements. Commissioner John L. Geesman is the Presiding Member and Commissioner James D. Boyd is the Associate Member of the Committee.

Availability of Draft Staff White Paper
The draft staff white paper addresses the following topics:
- The role that individual aging power plants play in maintaining a reliable power system, including capacity resources and providing local reliability services;
- The factors affecting retirement decisions, and the range of retirements that can be anticipated over the next few years; and
- The implications of both potential retirements and continued reliance on older plants on system reliability and efficiency and the environment.

The Committee is seeking the active participation of all interested parties in discussing the draft staff white paper. The workshop agenda and questions will be posted during the week of August 9 on the Energy Commission's website: [www.energy.ca.gov/2004_policy_update]. Written responses to the specific questions or other comments may be submitted in advance of the workshop or as reply comments by September 7, 2004 (see Written Comments below).
Background
The Energy Commission adopts an Integrated Energy Policy Report (Energy Report) every two years and updates the report every other year. In the 2003 Energy Report, the Energy Commission indicated that it was committed to examining the state's aging power plants as part of the 2004 Energy Report Update. The draft staff white paper has been prepared to help inform the 2004 Energy Report Update proceeding regarding the reliability effects of possible retirements of aging generating units, as well as the potential resource and environmental effects of continued reliance on aging generating units.
Written Comments
The Energy Commission encourages members of the public to submit specific written comments on the draft staff white paper and workshop questions. Written comments submitted before the workshop are requested by close of business August 23, 2004. Written comments may also be submitted at the workshop, and interested parties may submit reply comments following the workshop by September 7, 2004.
Please file a single copy electronically with the Docket Unit and follow up with an original copy by mail. The Energy Commission encourages comments by e-mail so that they may be posted on the Energy Commission's IEPR proceeding website. If you cannot send comments by e-mail, please provide an original and 12 copies by mail or in person to the Energy Commission's Docket Unit. All written materials filed with the Docket Unit will become part of the public record in this proceeding.
