2007 Strategic Transmission Investment Plan

The California Energy Commission's (Energy Commission) Integrated Energy Policy Report (IEPR) Committee and the Electricity Committee (the Committees) release their Joint Committees Final 2007 Strategic Transmission Investment Plan (Final 2007 Strategic Plan) as part of the 2007 IEPR proceeding. Chairman Jackalyne Pfannenstiel is the Presiding Member of the IEPR Committee. Commissioner Jeffrey D. Byron is the Presiding Member of the Electricity Committee. Commissioner John L. Geesman is the Associate Member of the IEPR Committee and the Associate Member of the Electricity Committee.

The Energy Commission will take public comment and consider adopting the Joint Committees report at its regular Business Meeting scheduled for November 7, 2007.

Background

In 2004, the Legislature adopted Senate Bill 1565 (Bowen, Chapter 692, Statutes of 2004), directing the Energy Commission to adopt a strategic transmission investment plan for the state. The strategic plan is to be included with the IEPR and Òshall identify and recommend actions required to implement investments needed to ensure reliability, relieve congestion, and meet future growth in load and generation, including, but not limited to, renewable resources, energy efficiency, and other demand reduction measures.Ó (Public Resources Code section 25324) The Commission adopted its first Strategic Plan in November 2005.

The joint Committees released their Draft 2007 Strategic Plan on August 31, 2007. It is based on the public record developed during the 2007 IEPR proceeding, which includes extensive public and stakeholder input, written comments, and presentations, as well as responses to transmission-related data requests.

On September 13, 2007, the joint Committees held a hearing to take public comment on the Draft 2007 Strategic Plan. The Committees have considered these comments in developing the Final 2007 Strategic Plan.
