Notice of Joint Integrated Energy Policy Report
and Siting Committee Workshop on
Transmission Planning Information and Policy Actions

The California Energy Commission's (Energy Commission) Integrated Energy Policy Report (IEPR) Committee and the Siting Committee will conduct a joint workshop to describe the development steps for the 2009 Strategic Transmission Investment Plan (2009 STIP), discuss relevant transmission information from a variety of sources, including the responses received from the Commission's Forms and Instructions for Submitting Electric Transmission-Related Data, and solicit feedback on actions needed to overcome barriers to renewable transmission projects and corridor development. Commissioner Jeffrey D. Byron is the Presiding Member of both the IEPR Committee and the Siting Committee. Vice Chair James D. Boyd is the Associate Member of the IEPR Committee. Chairman Karen Douglas is the Associate Member of the Siting Committee. Other Commissioners may attend and participate in this workshop. In addition, Commissioners and staff from the California Public Utilities Commission may attend and participate. The workshop will be held:

Purpose

This workshop will contribute to the development of the Energy Commission's 2009 STIP. The workshop will consist of two main sessions. In the morning session, staff will describe the development steps for the 2009 STIP. This will be followed by presentations on relevant transmission information from a variety of sources, including the responses received from the Commission's Forms and Instructions for Submitting Electric Transmission-related Data. Using a roundtable panel discussion format, the afternoon session will focus on critical transmission policy actions needed to overcome barriers to renewable transmission projects and corridor development.

Background

As part of the 2009 Integrated Energy Policy Report (IEPR) and 2009 STIP effort on January 14, 2009, the Energy Commission adopted Forms and Instructions for Submitting Electric Transmission-related Data . These forms require all electric transmission system owners to submit information on planned transmission projects as well as their transmission corridor needs. Responses were due on March 16, 2009.

The May 4, 2009 Joint IEPR and Siting Committee workshop is the first of several Committee-level workshops that responds to the IEPR Committee's January 9, 2009, Committee Scoping Order for the 2009 IEPR , which directs the 2009 STIP to address the following topics:

  1. Identify and evaluate regulatory or policy changes that will reduce barriers to transmission projects, including joint investor-owned and publicly owned utility projects.
  2. Identify specific near-term transmission projects that will ensure reliability, relieve congestion, provide increased access to renewable generation, and meet future growth. This will include a discussion of system improvements needed to reduce local capacity requirements for fossil-fuel generation.
  3. Discuss federal and state corridor designation efforts to identify potential transmission corridors in advance of need to streamline future permitting of transmission lines needed to access top priority renewable resource zones.
  4. Discuss current transmission-related research and development and future efforts needed to help resolve transmission barriers, including the use of smart grid technologies.
