The California Energy Commission's (Energy Commission) Integrated Energy Policy Report (IEPR) Committee and the Siting Committee will conduct a joint hearing to seek public comment on the Joint Committees' Draft 2009 Strategic Transmission Investment Plan as part of the 2009 IEPR proceeding. Commissioner Jeffrey D. Byron is the Presiding Member of the IEPR and Siting Committees. Vice Chair James D. Boyd is the Associate Member of the IEPR Committee. Chairman Karen Douglas is the Associate Member of the Siting Committee. Other Commissioners from the Energy Commission and California Public Utilities Commission may attend and participate in this hearing. The hearing will be held:

Background

In 2004, the Legislature adopted Senate Bill 1565 (Bowen, Chapter 692, Statutes of 2004), which directed the Energy Commission to adopt a strategic transmission investment plan for the state. The strategic plan is to be included in the IEPR and "shall identify and recommend actions required to implement investments needed to ensure reliability, relieve congestion, and meet future growth in load and generation, including, but not limited to, renewable resources, energy efficiency, and other demand reduction measures." (Public Resources Code section 25324) The Draft 2009 Strategic Transmission Investment Plan will be available from the Energy Commission's website by October 1, 2009, at http://www.energy.ca.gov/2009_energypolicy/.

The Draft 2009 Strategic Transmission Investment Plan is based on the public record developed during the 2009 IEPR proceeding, which includes extensive public and stakeholder input, written comments, and presentations, as well as responses to transmission-related data requests. Purpose

This hearing will provide a forum for public comment on the Committees' recommendations before the Draft 2009 Strategic Transmission Investment Plan is considered for adoption by the full Energy Commission at its December 2, 2009 Business Meeting. In addition, the IEPR Committee is scheduled to release its Committee Draft 2009 IEPR by early October and will hold a hearing on October 14, 2009 to receive comments on that report. The IEPR hearing will be noticed separately.

Written Comments

Written comments on the hearing topics must be submitted by 5 p.m. on October 23, 2009. Please include the docket number 09-IEP-1D and indicate "2009 IEPR - Transmission" in the subject line or first paragraph of your comments. Please hand deliver or mail an original to:
