The California Energy Commission must prepare and adopt an Investment Plan for the Alternative and Renewable Fuel and Vehicle Technology Program to determine the funding priorities and opportunities and describe how program funding will be used to complement other public and private investments.

On April 22, 2009, the Energy Commission adopted its first Investment Plan, as required by statute. The adopted Investment Plan contains specific recommendations for expending $176 million appropriated for the first two years of the Program (fiscal years 2008-09 and 2009-10).
The Energy Commission is required to annually update the investment plan. On August 11, 2010, the Energy Commission adopted its updated Investment Plan, outlining funding for fiscal year 2010-2011. Anticipated funding for this period is approximately $108 million. All projects funded by the Energy Commission will be consistent with the priorities established in the 2010-2011 Investment Plan.

The Energy Commission develops the Investment Plan in coordination with an Advisory Committee. The Advisory Committee is composed of individuals from a wide range of interests that can provide advice and guidance to the Energy Commission. By law, the Advisory Committee must include, but is not limited to: representatives of fuel and vehicle technology consortia, labor organizations, environmental organizations, community-based justice and public health organizations, recreational boaters, consumer advocates, academic institutions, workforce training groups, and private industry as well as representatives from the Resources Agency; the Business, Transportation and Housing Agency; the Labor and Workforce Development Agency; and the California Environmental Protection Agency.
The Investment Plan is developed in an open and public manner, with regularly scheduled public meetings of the Advisory Committee that are subject to the Bagley-Keene Open Meeting Act. The Energy Commission will provide proper notice of and an agenda for all Advisory Committee meetings and ensure that stakeholders and the public have ample opportunity to provide written and oral comment. A transcript of all Advisory Committee meetings is available through the Energy Commission's website. These are found on the Documents Page (see the links in the left-hand navigation column).
