AB 549 required the Commission to "...investigate options and develop a plan to decrease wasteful peakload energy consumption in existing residential and nonresidential buildings." The bill required the Commission to report its findings to the legislature by January 1, 2004. This deadline was extended to October 1, 2005, due to difficulties in securing funding to perform necessary analytical work for this project.

Assembly Bill 549 (Statutes of 2001, Chapter 905, Longville) was approved by the Legislature and signed into law in October 2001.
