Notice of Efficiency Committee Workshop

The California Energy Commission’s Efficiency Committee will conduct a public workshop to seek comments from interested parties regarding draft appliance efficiency standards for televisions in the active mode to be considered as possible amendments to the Appliance Efficiency Regulations (Title 20, California Code of Regulations, Section 1601 through Section 1608). Commissioner Art Rosenfeld is the Presiding Member, and Chairman Jackalyne Pfannenstiel is the Associate Member. The public is invited to attend the workshop, which will be held on:

This workshop will provide industry, stakeholders and the public the opportunity to discuss draft appliance efficiency standards for televisions in the active mode to be considered as possible amendments to the Appliance Efficiency Regulations.

Energy Commission staff will post a staff report regarding the draft efficiency standards for televisions for consideration at this workshop. All parties are encouraged to submit updated information and/or proposals to inform the workshop discussions.


In its April 2, 2008 Scoping Order, the Energy Commission's Efficiency Committee (Committee) established the scope of Phase I of the 2008 Appliance Efficiency Rulemaking regarding possible amendments to the Appliance Efficiency Regulations. Phase I was divided into separate, concurrent rulemakings, Part A and Part B. In view of possible preemption issues surrounding the federal test method for televisions, the Committee established Part C, Docket Number 07-AAER-3C, within Phase I of this rulemaking to specifically address television energy efficiency.

On July 16, 2008, the Committee conducted a public workshop to seek comments from interested parties regarding possible appliance efficiency standards for televisions. Pacific Gas & Electric Company (PG&E) and the Consumer Electronics Association (CEA) submitted written proposals for consideration of proposed standards for televisions. The proposals, along with the stakeholder comments received to date and workshop transcripts, are available at the Commission’s website at:

Written comments or additional proposals submitted prior to the workshop are requested by 5 p.m. on December 12, 2008. Written comments or additional proposals to be considered after the workshop must be submitted by 5 p.m. on December 19, 2008. Please include the Docket number 07-AAER-3C, and indicate 2008 Rulemaking Proceeding on Appliance Efficiency Regulations in the subject line or first paragraph of your comments.
