The California Energy Commission (Energy Commission) staff will conduct a workshop to discuss available information, technical issues and receive input from all interested parties regarding performance standards and labeling requirements for landscape irrigation equipment to reduce consumption of energy or water.

At this workshop, staff and interested parties will discuss possible standards for irrigation equipment as defined in the Energy Commission's Efficiency Committee's Scoping Order issued May 7, 2009. Staff and parties will examine available information regarding the water and energy savings potential of irrigation equipment; existing and needed analyses to support proposals for standards; possible performance metrics; possible standards; plans and schedules for standards development; and other topics related to the above. Workshop participants will be asked to respond to questions and submit information related to these discussions. Specific questions to be explored during this workshop will be posted prior to the workshop.
The Water Conservation in Landscaping Act of 2006 (AB 1881, Laird, Chapter 559, Statutes of 2006) requires the Energy Commission, in consultation with the Department of Water Resources and as far as funds are available, to adopt, by regulation, performance standards and labeling requirements for landscape irrigation equipment, including irrigation controllers, moisture sensors, emission devices, and valves, to reduce energy or water consumption.
AB 1881 added Section 25401.9 to the Public Resources Code, which directs the Energy Commission to adopt requirements for landscape irrigation controllers and moisture sensors (specifically) by January 1, 2010, and, on and after January 1, 2012, prohibit the sale or installation of irrigation controllers or moisture sensors that do not meet the adopted requirements. The Energy Commission is also to prepare and submit to the Legislature, on or before January 1, 2010, a report that sets forth a proposed schedule for adopting performance standards and labeling requirements for emission devices and valves.
On April 1, 2009, the Energy Commission's Efficiency Committee, consisting of Commissioner Arthur Rosenfeld as the Presiding Member and Commissioner Julia Levin as the Associate Member, conducted a workshop to discuss and receive public comment on the scope of possible actions necessary to fulfill the requirements of AB 1881.
Subsequently, on May 7, 2009, the Efficiency Committee established the scope and schedule of the landscape irrigation equipment proposed regulations as Phase 2, Part 1A of the 2008 Rulemaking on Appliance Efficiency Regulations. This rulemaking phase will amend Title 20 of the California Code of Regulations, Sections 1601 through 1608, to add the definitions, test methods and efficiency standards deemed necessary to fulfill AB 1881. The Committee order addresses the equipment to be considered and a schedule of key milestones for adopting amendments to the Regulations by January 1, 2010.
Staff will take comments either orally at the workshop or through written comments. Staff requests that written comments be submitted by 5:00 p.m. on Monday, June 8, 2009. Please include the docket number 09-AAER-1A and indicate "2009 Irrigation Equipment Performance Standards and Labeling Requirements June 1, 2009 Workshop" in the subject line or first paragraph of your comments.
