Possible approval of a co-sponsorship request for which the Energy Commission will provide financial support, the participation of key speakers, permit the use of its name, plus staff time for a speaker and include promotional materials with regularly scheduled mailings.

Commission consideration of the Executive Director's Data Adequacy Recommendation for the Palomar Energy LLC, Palomar Energy Project Application for Certification.   7. LAWRENCE BERKELEY NATIONAL LABORATORY. Possible approval of Contract 500-01-002 Amendment 1, to augment the funding by $195,000 and extend the term for one year to perform additional duct sealant tests. Contact: Martha Brook, (916) 654-4086. (15 minutes)

  8. POWERWHEEL ASSOCIATES. Possible approval of Contract 500-97-037 Amendment 1, to augment the contract by $195,156 to develop and demonstrate the PowerWheel technology. Contact: Elaine Sison-Lebrilla, (916) 653-0363. (15 minutes)

  9. REGENTS, DAVIS. Possible approval of Contract 500-01-016 for $315,750 to help establish and administer a California Biomass Consortium. Contact: Valentino Tiangco, (916) 654-4664. (15 minutes)

  10. GE ENERGY AND ENVIRONMENTAL RESEARCH CORPORATION. Possible approval of Contract 500-01-022 for $1,959,013 to co-fund the further development of a novel fossil fuel reforming technology known as Autothermal Cyclic Reforming (ACR). The ACR process has significantly lower capital costs, higher fuel-to-hydrogen conversion efficiency, higher hydrogen purity and lower emissions at small scales than the conventional steam reforming process. A 50-kilowatt reformer will be fabricated and tested as a hydrogen fuel source for proton exchange membrane fuel cells. Contact: Art Soinski, (916) 654-4674. (15 minutes)

  13. 2002-2012 ELECTRICITY OUTLOOK REPORT. Possible adoption of an electricity system study focusing on generation and demand decisions that could be made in the next two years. The study is within the timeframe to meet Public Utilities Code Section 3369(a) obligation to coordinate with the California Consumer Power and Conservation Financing AuthorityŐs development of its investment plan.   14. ENVIRONMENTAL DOCUMENTS FOR APPLIANCE EFFICIENCY REGULATIONS AND BUILDING STANDARDS. Possible adoption of an Initial Study and Negative Declaration pursuant to the California Environmental Quality Act (Public Resources Code Sections 21000 et seq.) regarding possible environmental impacts relating to amendments to the current Appliance Efficiency Regulations (California Code of Regulations, Title 20, Sections 1601-1608).   15. APPLIANCE EFFICIENCY REGULATIONS AND BUILDING STANDARDS. Possible adoption of major amendments to the CommissionŐs appliance efficiency regulations (Title 20, California Code of Regulations, Sections 1601-1608) with corresponding changes in two sections of the CommissionŐs building standards (Title 24, California Code of Regulations, Part 6, Subchapter 2, Sections 110 and 111).     The Energy Commission may adjourn to closed session with its legal counsel to determine whether facts and circumstances exist that warrant the initiation of litigation [Government Code section 11126(e)(3)] or whether facts and circumstances exist that constitute a significant exposure to litigation against the Energy Commission [Government Code section 11126(e)(2)].
