Joint Agency IEPR Workshop on Climate Adaptation and Resilience for the Energy System

The California Energy Commission will jointly conduct a workshop with the California Public Utilities Commission (CPUC) to discuss new scientific and policy advances on climate adaptation and resilience for the energy system. The workshop is part of the 2017 Integrated Energy Policy Report (IEPR) proceeding.

Energy Commission Chair Robert B. Weisenmiller and lead Commissioner for the 2017 IEPR will conduct the meeting jointly with CPUC Commissioner Liane M. Randolph. Other Commissioners from the Energy Commission and the CPUC may also attend and participate in the workshop. A quorum of Commissioners from the CPUC and/or the Energy Commission may be in attendance, but no votes will be taken.

Background
The 2017 IEPR scoping order identifies the topics to be addressed in the 2017 IEPR. The scoping order states, “The 2017 IEPR will continue work in the 2015 and 2016 IEPRs to implement Governor Brown’s call to expand state adaptation activities through Executive Order B-30-15, with the goal of making the consideration of climate change a routine part of planning. To increase the resiliency of California’s electricity and natural gas systems, in the 2017 IEPR the Energy Commission will continue to explore, in collaboration with CPUC and other energy entities, best practices for incorporating climate change and
adaptation into the investor-owned utilities’ (IOUs) and publicly owned utilities’ (POUs) planning processes. This will include an examination of how Energy Commission supported research findings on climate adaptation can be better transferred to IOUs, POUs, and local agencies. In the 2016 IEPR Update, the Energy Commission worked with the CPUC to develop climate scenarios for use in energy planning. In the 2017 IEPR, the Energy Commission will build on this work and collaborate with the CPUC and other energy entities to operationalize the climate scenarios into energy planning. For example, the 2017 IEPR will identify climate parameters such as temperature extremes at specific locations and timeframes that can be drawn from the climate scenarios for energy planning purposes.”

Agenda
The workshop will include presentations and discussions on tools available for the identification of climate impacts to the energy sector, how certain climate parameters (such as 1 in 10 and 1 in 20 extreme temperature events) would change in the next few decades and the implications of these changes for IOUs and POUs, and lessons learned by the participation of IOUs in climate adaptation research activities supported by the Energy Commission. Presentations and discussions on practical ways to identify attractive adaptation options considering deep uncertainty associated with climate change will also be part of the agenda.

Oral Comments: Commissioners will accept oral comments during the workshop. Public comments may be limited to three minutes or less per speaker and may be limited to one person per organization. Any comments will become part of the public record in this proceeding.

Written Comments: Written comments should be submitted to the Dockets Unit by 5:00 p.m. on September 12, 2017. All written comments will become part of the public record of this proceeding.
