Green Building and Clean Energy Pre-Apprenticeship

Northern Rural Training and Employment Consortium
Type of organization: Workforce Investment Board and Accredited California Community College Consortium.
Type of training: Classes preparing applicants to become energy efficiency construction workers, Certified Green Building professionals, Home Energy Raters, solar PV, solar thermal technicians, and environmental control technology workers. The program is targeted to dislocated construction workers, the unemployed, underemployed, new entrants and special needs groups, such as veterans, and people with language or education barriers, those with criminal convictions.
Area served: The 11 rural counties in Northern California, which include Butte, Del Norte, Lassen, Modoc, Nevada, Plumas, Shasta, Sierra, Siskiyou, Tehama and Trinity, served by the Northern Rural Training and Employment Consortium (NoRTEC) Workforce Investment Board and North Far North Regional Consortium (NFNRC) of California Community Colleges.
Location of training: Butte College, Oroville.
Estimated trainees: 117
Instruction details: The Core Curriculum includes Introductory craft skills from the National Center for Construction Education and Research. The construction curriculum will teach basic safety, materials handling, use of hand and power tools, basic rigging, basic construction math, construction drawings, communication skills, and basic employability skills.
These courses lead to required certifications:
- Core Construction Skills;
- Environmental Training;
- Introduction to Green Building;
- Energy Fundamentals;
- Retrofits and Energy Efficiency;
- Water Efficient Building and Retrofits;
- Solar Hot Water Installation and Design Principles;
- Solar Electricity Installation and Design Principles.
An on-line Green Building Apprenticeship with field lab work is provided for remote rural areas. The entire Clean Energy Workforce Training Program at Butte College will be part of a path from the Regional Occupational Program High School to Butte College to California State University, Chico. Other colleges in the region will be able to adopt these courses.
Result of classes: Training is targeted to fill jobs in these four much-in-demand occupations:
- Building Retrofit Specialist;
- Heating, ventilation and air conditioning (HVAC) Mechanics/Tech/Installers;
- Energy Auditors/Home Energy Raters;
- Building Operators/Building Engineers.
More about the organization: This is a partnership among the Northern Rural Training and Employment Consortium (NoRTEC) Workforce Investment Board, 11 County One-Stops, North Far North Regional Consortium (NFNRC) of 5 California Community Colleges, the Green Employer Council, Utilities, the Builders Exchange, Local 39, Regional Occupational Program, and the Community Action Agency.
