SYNOPSIS OF THE ENERGY COMMISSION'S BUDGET

Fiscal Year 2005-2006

The Commission's Fiscal Year 2005/06 budget is $324.2 million. Included in this amount are $154.7 million Public Interest Renewable (Renewable) funds, $80.1 million Public Interest RD & D (PIER) funds, $49.8 million in Energy Resources Programs Account (ERPA) funds, $15.0 million in Gas Consumption Surcharge funds, $5.7 million in reimbursement funds, $8.9 million in federal funds, $3.8 million in Geothermal Resource Development Account (GRDA) funds, $4.1 million in Energy Conservation Assistance Account funds, $1.2 million in Local Jurisdiction Energy Assistance Account funds and $.9 million in other funds.

The Commission's Fiscal Year 2005/06 budget is $62.7 million less than estimated Fiscal Year 2004/05 expenditures. This decrease is primarily the result of a decrease in proposed Renewables pass-through expenditures.

Authorized positions are 499.6. Total support funding is $67.5 million consisting of $41.8 million for personal services, $15.3 million for contracts and $10.4 million for other operating. Special item or pass through funding is $252.0 million.


Budget Change Proposals

The Commission's Fiscal Year 2005/06 Budget Change Proposal's total $11.960 million and 20 new positions to focus on two critical areas of work: improving analytical capabilities and enhancing the State's energy research and development efforts.


Funds

Highlights of the various funds in the Commission Budget:

ECAA/LJEAA Funds - authorized expenditure level is $4,092K. These continuously appropriated funds support 2.0 positions ($294K) and $4,089K in pass through funding for energy efficiency loans to schools, hospitals and local jurisdictions.

ERPA Funds - authorized expenditure level is $49,832K. ERPA is the primary funding source for CEC staff, contract and operating expenses.

ETRDDA Funds - authorized expenditure level is $100K for Farm Energy Loans. Language is included in the Budget Act to allow for a two-year encumbrance period to 6/30/07 and a liquidation period to 6/30/09.

Federal Funds - authorized expenditure level is $8,911K. These funds include $2,911K in staff support and contracts for the State Energy Program and $6,000K for anticipated federal awards for various Commission programs.

Geothermal Resource Development Account Funds - authorized expenditure level is $3,807K. These funds include $307K for 3.9 positions and $3,500K for local assistance. Language is included in the Budget Act to allow for a two-year encumbrance period to 6/30/07 and a liquidation period to 6/30/09.

MVA Funds - authorized expenditure level is $139K. These funds support 2.0 positions.

Public Interest Research, Development and Demonstration Program Fund - authorized expenditure level is $80,080K. These funds include $7,580K for 59.1 positions, operating and baseline contracts and $72,500K for R&D projects. Language is included in the Budget Act to allow for a two-year encumbrance period to 6/30/06 and a liquidation period to 6/30/10.

Public Interest Renewable Resource Trust Fund - authorized expenditure level is $154,748K. These funds include $4,748K for 28.0 positions, operating and baseline contracts. Additionally, another $150,000K is continuously appropriated for Renewables projects.

Public Interest Natural Gas Research Program - authorized expenditure level is $15,000K. These funds include $535k for 5.0 positions, operating and baseline contracts. Additionally, another $14,465K is continuously appropriated for Natural Gas projects.

Reimbursements - authorized expenditure level is $5,745K. These funds are primarily expenditure authority for anticipated funding from government agencies.

Energy Facility License and Compliance Fund - authorized expenditure level is $623K for power plant siting and compliance monitoring peak workload.


Budget Bill Special Language

Liquidation period - authorized extension of the liquidation period for PIER funds (Budget Act of 1999) to 6/30/06.

Liquidation period - authorized extension of the liquidation period for GRDA funds (Budget Act of 1999) to 6/30/06.

Liquidation period - authorized extension of the liquidation period for ERPA funds (Budget Act of 2002) to 6/30/07.
