The purpose of this Addendum is to (1) require any intermediary dealer or distributor used by an applicant OEM to be located in California, (2) define "school bus", (3) no longer accept reservations for natural gas vehicles received after July 7, 2011, until new funds are added for those vehicles in a subsequent addendum, (4) clarify and allow a one-time extension for the 180-day deadline to submit supporting documentation for claims on purchase orders, (5) add a term on confidentiality to the Terms and Conditions, (6) clarify reporting requirements for claims, (7) add a new claim form for claims on purchase orders, and (8) make clarifying changes to forms.
This Addendum supersedes Addendum 3.
Changes to the Terms and Conditions apply to all buy-down incentive reservations.
Changes to the Application Manual only apply to applications. -

- Regarding the California Energy Commission's hydrogen infrastructure funding grant (Program Opportunity Notice-11-609):
The California Energy Commission is cancelling its grant solicitation for hydrogen fueling stations in order to revise solicitation protocols.
The Commission will issue a new solicitation at a future date.
A robust hydrogen fuel station infrastructure is necessary to support automakers' rollout of fuel cell vehicles to comply with the Air Resources Board's Zero Emissions Vehicle (ZEV) program. Automakers plan to meet this mandate with a combination of battery electric and fuel cell vehicles. This market is critical to California's economic and environmental goals.
The Alternative and Renewable Fuel & Vehicle Technology Program is an excellent example of how California continues to be the global leader of the green transportation energy and clean fuels technology revolution. California's investment in clean transportation technologies is critical to the success of the next generation of zero-emission vehicles.

Alternative and Renewable Fuel and Vehicle Technology Program Phase II
- On October 19, 2010, the EDD and the California Energy Commission announced the availability of up to $2 million in funds for the Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) Phase II Solicitation for Proposals (SFP). Funds for this program became available through Assembly Bill (AB) 118 ARFVTP. The intents of ARFVTP is to enhance already existing programs under AB 118 and/or develop and deploy alternative and renewable fuels and vehicle technologies in the marketplace, to transform California’s fuel and vehicle types, and to help attain the State’s climate change policy goals. The ARFVTP SFP is open to Local Workforce Investment Boards and Community Colleges only.
- Proposal applications must be received NO later than Tuesday, November 30, 2010, before 3:00 p.m. For more information please refer to the SFP.
