At it regularly scheduled Business Meeting on February 6, 2002, the Energy Commission adopted the 2002-2012 Electricity Outlook Report. The final version of that document is now available from this proceeding's documents page. Earlier draft versions are removed from the website to reduce confusion with the final version. Draft and Committee versions may be available from the project manager (see contact info below).


OVERVIEW

To meet the Energy Commission's ongoing analytic responsibilities, Commission staff prepared an electricity system study named the 2002-2012 Electricity Outlook Report. This report was approved by the Energy Commission and advises the Governor and Legislature on state energy policy issues. In addition, the results will be available within the timeframe needed to meet the Commission's obligation under Senate Bill 6XX to coordinate with the California Power Authority's development of its investment plan.

This study focuses on generation and demand decisions that could be made in the next two years by analyzing the possible intended and unintended consequences through the rest of the decade. The study examines the entire West, but focuses on trends and policy choices available within California.

The goal was to identify the decision space, alternatives, implications and proposed actions that will balance electricity system reliability, reasonable prices and environmental protection. This goal must be met in a sustainable fashion, which means keeping in mind the impact on both suppliers and consumers. Based on current supply and demand assessments, we believe that the near-term outlook for supply adequacy is promising. This gives California breathing room to focus on targets of opportunity for meeting environmental, efficiency, and renewable resource investment goals.
