The California Energy Outlook Report
provides information regarding energy issues betweem 1999
and 2000. The report consists of two volumes, which address
distinct aspects of the California energy system. Volume I
includes an analysis of the western electricity and natural
gas markets. Volume II reviews California petroleum and
transportation trends and issues.
The Commission staff prepared draft reports for each
volume and a number of technical support studies. The
Commission did not prepare a final report since other
legislatively mandated studies ultimately superceeded the
findings of this proceeding.
The latest California Energy Commission electricity
system assessment is the 2002-2012 Electricity Outlook
Report (Docket # 01-EOR-1). The final report in this
proceeding can be found on the 2002-2012 Electricity Outlook
page,
www.energy.ca.gov/electricity_outlook/.
Please note that newer legislation (Senate Bill 1389 - Bowen
and Sher) requires that the Energy Commission adopt and transmit to the Governor
and Legislature a report of on electricity and transportation issues.
This biennial report is called the Integrated Energy Policy Report,
with the first report due in late 2003. A separate proceeding for this

California Energy Outlook, Volume I:
Electricity and Natural Gas Markets Trends Report
Docket
# 99-CEO-I
Volume I looks at the energy supply and demand
trends of the past decade to provide perspective
on the market developments occurring between 1999
and 2000. The Market Trends Report covers both the
electricity and natural gas developments. The report
focuses on keys events and trends that affect near-term
risks to ensuring adequate energy supplies
The staff draft report was released for review
on September 4, 2001, and was the subject of a discussion
at a public workshop on September 21, 2001. The
Electricity and Natural Gas Committee decided to
terminate the docket for this report since the 2002-2012
Electricity outlook Report addressed more current
electricity systems issues.

California Energy Outlook 2000, Volume II:
Transportation Energy Systems
Docket
# 00-CEO-VOL-II
Volume II will focus on transportation energy trends
and issues. Transportation issues are important
to the California economy, considering that approximately
50 percent of the state's energy consumption results
from transporting both goods and people. Furthermore,
because petroleum fuels provide more than 99 percent
of the state's transportation energy, events in
the international petroleum market can immediately
and adversely affect California gasoline and diesel
fuel prices. California alone is the world's second
largest consumer of gasoline, exceeded only by the
remainder of the United States.
The report will address:
- Transportation
market trends and regulatory issues
- The
social and private costs of transportation energy
use
- The
linkage between land use and transportation system
planning
- Transportation
technologies and infrastructure
- Environmental
impacts, including global climate change
A
comprehensive assessment of the petroleum and alternative
fuels markets will provide the foundation for addressing
critical transportation needs and policy issues
for the state.
