ANNOUNCEMENT OF INFORMAL STAFF WORKSHOP ON
COST RESPONSIBILITY SURCHARGE EXEMPTION METHODOLOGIES
On May 28, the California Energy Commission (Energy Commission) initiated a rulemaking to develop a process for determining Cost Responsibility Surcharge (CRS) exemptions for customers who depart the utility grid system and self-generate. To begin the process, Energy Commission staff will conduct an informal workshop to discuss methodologies for determining CRS exemption eligibility, including but not limited to a review of the specific steps necessary to process stakeholder requests, and for determining eligibility prior to the adoption of the regulations. The workshop will be conducted on:

The purpose of this workshop is to gain input from stakeholders about the best approaches for determining CRS exemption eligibility in advance of a formal committee workshop. Topics expected to be covered include: 1) the formal process for determining eligibility for a CRS exemption, 2) the timeline for approving new data collection regulations, and 3) the process to employ for parties seeking an exemption before the regulations are formally adopted.
The information obtained during the workshop will be used to prepare a formal "strawman" proposal to be presented by Energy Commission Staff to the Renewables Committee at an upcoming workshop in late June. To further assist with the development of this document and foster discussion on June 6th, Energy Commission staff welcomes any written comments in advance of the meeting.
