NOTICE OF STAFF WORKSHOP: TARIFF EXEMPTION APPLICATIONS AND THEIR ADMINISTRATION

At a July 16, 2003, workshop the California Energy Commission's Renewables Committee (the Committee) indicated its desire to have stakeholders and Energy Commission staff develop standardized forms designed to provide the Energy Commission with information necessary to determine Cost Responsibility Surcharge (CRS) exemptions for customers who wish to depart the utility grid system and self-generate. The Committee intends that the forms be developed in concert with the regulations but not be adopted as part of them. The development of these forms will continue through a series of public workshops throughout the next few months.

The Energy Commission staff will conduct an initial workshop to address the tariff exemption applications discussed at the July 16 workshop and consider modifications to those forms. The workshop will also address the logistics surrounding the timing of the application and the best approaches for reserving capacity in the Exemption Queue. The workshop will be conducted on:

The application forms presented at the July 16 workshop, by Southern California Edison as an example that the Energy Commission might consider in developing forms, are attached to this order. Based on comments at that workshop these or other sample forms may be updated before the August 13 workshop. Any updated or alternative forms will be posted on the Energy Commission website prior to the meeting. Further updates are expected as a result of this workshop. Following the workshop and subsequent meetings, if needed, the Committee will consider recommendations for Energy Commission action.
