NOTICE OF RENEWABLES COMMITTEE HEARING TO CONSIDER
COST RESPONSIBILITY SURCHARGE REGULATIONS
Agenda for Hearing
On May 28, 2003, the California Energy Commission (Energy Commission) initiated a rulemaking to develop regulations outlining the process for determining Cost Responsibility Surcharge (CRS) exemptions for customers who depart the utility grid system and self-generate. A Notice of Proposed Action (NOPA) and draft regulations supporting that effort were submitted to the Office of Administrative Law in mid-August. The NOPA was published in the California Regulatory Notice Register on August 29, 2003 (Register 2003, # 35-Z, Pages 1352-1356). The draft regulations are available on the Energy Commission website at www.energy.ca.gov/exit_fees.
In advance of the Energy Commission's adoption hearing scheduled for October 22, 2003, the Renewables Committee is seeking comments on the draft regulations, a status report on the development of the CRS Exemption Request forms, and a timeframe for completing the various activities related to this proceeding.
