Guidance to California Climate Action Registry

Senate Bill (SB) 527 (Statutes of 2002, Chapter 769) requires the California Climate Action Registry, created by SB 1771 (Statutes of 2000, Chapter 1018), to assist and enable participating entities to voluntarily record their annual greenhouse gas (GHG) emissions in a consistent and certifiable format. SB 527 also requires the Energy Commission and other state agencies to provide technical guidance in the development of GHG emissions reporting and certification protocols. A protocol is a written document that describes procedures, guides, rules of engagement, and provides a consistent method for all parties to act in fulfilling a common goal.

The Energy Commission are investigating a number of protocol areas including GHG emission inventories for forest entities and draft power generator / utility sector protocol.
