Purpose

As part of the January 30, 2008, business meeting, the California Energy Commission will consider adoption of the staff report AB 2160 Green Building Report. If adopted, the report will become a Commission report and will be submitted to the Governor's Green Action Team as directed by Assembly Bill 2160 (Lieu, Statutes of 2006). The final draft version of the report will be posted to the Energy Commission's website: [www.energy.ca.gov/greenbuilding/ab2160/documents/] and is available in hard copy from the Energy Commission by request.

Background

In September 2006, California Governor Arnold Schwarzenegger signed AB 2160 into law. AB 2160 directs the Energy Commission to consult with the state Department of General Services (DGS) and the Treasurer's office to identify and develop financing and project delivery mechanisms to promote energy and resource efficient (green building) projects in state buildings. These mechanisms must include the use of a life cycle cost analysis model developed by DGS and must minimize the use of General Fund money. AB 2160 also directs the Energy Commission to consult with the same entities and the commercial real estate industry to identify obstacles to, and to identify and recommend incentives for, private sector commercial green building projects. The AB 2160 Green Building Report, contains the findings from these efforts.
