Background

In December 2004, Governor Schwarzenegger signed Executive Order S-20-04 which, together with an accompanying document called the Green Building Action Plan, became known as the Green Building Initiative (GBI). The GBI established a Green Action Team, composed of agency heads, a commissioner from the Public Utilities Commission, and a real estate industry representative. The GBI set forth a number of mandates for "greening" state buildings and strongly encouraged the private sector to follow the state's lead.

In September 2006, the governor signed AB 2160 (Lieu) requesting that the Energy Commission report on several items under the GBI, including obstacles to and incentives for green building projects in the private commercial sector. The Energy Commission is holding a public workshop on September 25, 2007, to assist in identifying these obstacles and incentives. Details for this workshop are included in the workshop notice.

AB 2160 directs that the Energy Commission submit a report on these and several other topics to the Green Action Team.
