In response to evidence that MTBE is contaminating California's groundwater and surface water, Governor Gray Davis issued Executive Order D-5-99 ordering the phase-out of MTBE by December 31, 2002. The Executive Order also directed the Energy Commission to monitor the transition to MTBE-free gasoline.
Since the Executive Order was issued in 1999, a number of new issues have arisen that must be addressed to ensure a smooth transition to MTBE-free gasoline by the deadline in the Governor's Executive Order. Consultants retained by the California Energy Commission have been developing extensive fuel supply and demand balances for California. Based on their evaluation, the contractors believe that there may be supply shortfalls of gasoline and gasoline blending components if the phase-out of MTBE were to proceed as scheduled by the end of 2002.
Because of the timing and importance of this issue, the Fuels and Transportation Committee has asked the consultants to present their findings at a public workshop. Industry experts, government, and others are being asked to critique the contractors' assessment and identify actions that could be taken to avoid supply shortfalls. Specifically, the Committee would like participants to comment on the following topics that will be addressed in the contractors' presentation:
- The petroleum industry's ability to meet California's current MTBE phase-out deadline without supply shortfalls.
- Availability of petroleum products from other U.S. regions and foreign sources to help meet California's growing demand for transportation fuels.
- Logistical bottlenecks that exist in California for receiving, storing, blending, and transporting petroleum fuels, ethanol and other blending components.
- Market impact scenarios, including impacts on market participants.
- Options for addressing potential supply shortfalls.
