The California Energy Commission and the Department of Conservation's Division of Oil, Gas, and Geothermal Resources (DOGGR) will jointly conduct a workshop on the formation of a regulatory working group to promote cooperation between state and federal regulatory agencies, gas producers, and other interested parties to help improve the permitting process for drilling natural gas wells.

This workshop is a follow-up to the May 28, 2003, workshop at the Energy Commission that examined ways to increase the in-state supply of natural gas. This workshop will study the current permitting process and ways to improve it.

Representatives from industry, environmental groups, and the regulatory community are invited to make presentations and comment on permitting issues and look for ways to improve the process. The Energy Commission and DOGGR are interested in pursuing actions that can enhance California's supply of domestic natural gas in a manner consistent with the state's environmental protection requirements, public health and safety needs, and the Joint Energy Action Plan of the Energy Commission, California Public Utilities Commission, and the California Power Authority [available at www.energy.ca.gov]

The workshop agenda will be posted on the Energy Commission's website no later than November 3, 2003 (see http://www.energy.ca.gov/naturalgas/index.html) Individuals on the Energy Commission's natural gas server list will be sent the workshop agenda.

Proposed Natural Gas Well Permitting Regulatory Working Group

Mission

Establish close communication, coordination, and cooperation between producers and various regulatory agencies responsible for issuing natural gas well drilling permits in Northern California.

Goals

  • Identify permitting responsibilities for various regulatory agencies

  • Improve the effectiveness of the permitting process

  • Establish a support network to ensure that all affected agencies can operate efficiently and complete their work in a timely manner

  • Provide clear guidance to natural gas producers on the permitting process

  • Early Identification and resolution permitting issues
