NOTICE OF WORKSHOP ON
PIIRA REPORTING FORMS
Pursuant to the Petroleum Industry Information Reporting Act (PIIRA) of 1980 (Public
Resources Code, sec. 25350 et seq.), the Transportation Committee of the California
Energy Commission will be revising the forms used to collect data on petroleum
production, receipts, refinery capacities, inventory, imports, exports, wholesale prices
and wholesale delivery volumes.

On April 27, 2004, the staff of the California Energy Commission will hold a workshop to
take public comment and suggestions on the form and content of draft forms for
reporting petroleum industry data.

Background
The PIIRA statute was amended by Senate Bill 1962 (Costa, Chapter 288, Statutes of
2000) and Assembly Bill 1340 (Kehoe, Chapter 692, Statutes of 2003). These
amendments increased the frequency of reporting and the level of detail reported by
various sectors of the industries that produce, handle, store and distribute transportation
fuels derived from petroleum. To implement the new statutory requirements, the Energy
Commission has created new reporting forms, which it will require the appropriate
sector of the industry (such as, but not limited to: refiners, marketers, terminals,
pipelines, and retailers) to provide data.
Title 20, California Code of Regulations, Section 1367 authorizes the Energy Commission's
Executive Director to establish the form and format for these reports. Following this
workshop, Energy Commission staff will incorporate appropriate comments and make a
recommendation to the Executive Director on the form and format of each report. The
Executive Director will determine if they are complete and notify companies to begin
using the forms no later than 30 days after they are received.
Written Comments
Members of the public may submit written or oral comments at the workshop on April
27, 2004, and are strongly encouraged to submit written comments before that date.
Those submitting written comments should provide an original, plus 12 copies, to the
Energy Commission's Docket Unit. If interested in filing comments by e -mail, please
send one e-mail to [docket@energy.state.ca.us] and follow up with one original copy.
If you are providing written comments at the workshop, please make an additional 12
copies available at the beginning of the workshop. All written material filed with the
Docket Unit or provided at the workshop will become part of the public record. Please
