California has among the most aggressive renewable energy deployment policies in the nation. The Renewables Portfolio Standard is central to the state's renewable goals, and calls for 20 percent of the state's electricity supply to come from eligible renewable energy sources by 2010. Thousands of megawatts (MW) of new renewable energy capacity will be needed to meet this aggressive target.
Since the policy was established in 2002, the state's investor-owned utilities - Pacific Gas and Electric (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric (SDG&E) - have conducted a number of renewable energy solicitations. From these competitive solicitations, and also through bilateral negotiations, the investor-owned utilities have signed contracts for 6,211 to 8,409 megawatts (MW) of new and existing renewable energy projects (range reflects build-out options). This includes 5,597 to 7,795 MW for new, re-powered, or restarted renewable facilities, with 530 MW of these projects currently online. In terms of percentages, 7 to 9 percent of the capacity under contract for new, re-powered, or restarted renewable facilities have begun operations (updated April 18, 2008).
To make information about the contracting efforts of the state's investor-owned utilities transparent, the Energy Commission is providing an Excel database on the renewable energy contracts signed by PG&E, SCE and SDG&E since 2002. The database was developed using public information that is available through filings with the California Public Utilities Commission and other sources.
A number of summary tables and charts follow the listing of signed contracts. The database will be updated regularly based on new information that is made public. We invite and welcome feedback, updates or any other corrections to the current version of the database.
