NOTICE OF STAFF WORKSHOP

Renewables Portfolio Standard PHASE II IMPLEMENTATION

The staff workshops will be held:

California Energy Commission and California Public Utilities Commission (CPUC) staff seek input from interested parties on Phase II implementation issues under California's Renewables Portfolio Standard (RPS), established by Senate Bill 1078 (SB 1078, Sher, Chapter 516, Statutes of 2002) and for the New Renewable Facilities Program, established by Senate Bill 1038 (SB 1038, Sher, Chapter 515, Statutes of 2002). Although this is a two-day staff workshop, Commissioners and/or their advisors may attend.

The Energy Commission and the CPUC have established a collaborative process to develop rules to implement the state's RPS. The agencies have designated collaborative staff to work in concert in each agency's proceedings.

The collaborative staff asks interested parties to provide information at the workshops on the following topics on the dates indicated:

1. Establishing guidelines for supplemental energy payments, May 12
2. Certifying in-state renewable energy resources, May 13
3. Developing a tracking and verification system, May 13

Next Steps

The Renewables Committee (Committee) will use information from this workshop, along with input from collaborative staff and technical consultants, to develop recommendations for addressing RPS issues related to the distribution of supplemental energy payments, the process for certifying electricity generation facilities, and developing the tracking system for the RPS.

These recommendations will be discussed in a Preliminary Proposed Decision, which the Committee expects to release for public comments on June18, and consider at a Committee Hearing on July 1, 2003. The Committee plans to have a final proposed decision for the Energy Commission to consider adopting at its regularly scheduled Business Meeting on August 6, 2003.

Written Comments

The Energy Commission encourages members of the public to submit written comments in advance of the staff workshops. An original and 11 copies of any comments filed by mail or in person should be provided to the Energy Commission's Docket Unit. Parties may also file a single copy electronically with the Dockets Office and follow up with an original copy by mail. The Energy Commission encourages comments to be submitted by e-mail so that comments may be posted on the RPS proceeding webpage. If you are providing written comments at the workshop, please make an additional 50 copies available at the beginning of the workshop. Please send or deliver written materials to:
