Renewable Portfolio Standard: Decision on Phase 1 Implementation Issues

The Renewable Portfolio Standard (RPS) proceeding was established by the Energy Commission on March 5, 2003 in response to Senate Bill 1078 (SB 1078, Sher, Statutes of 2002, Chapter 516) and Senate Bill 1038 (SB 1038, Sher, Statutes of 2002, Chapter 515), both signed by Governor Davis on September 12, 2002. The RPS proceeding is divided into three broad phases. Phase 1 issues are the definition of an eligible renewable resource, the definition of "incremental geothermal," and the eligibility of out-of-state power.
At its regularly scheduled Business Meeting on June 11, 2003, the California Energy Commission adopted the Renewable Portfolio Standard: Decision on Phase 1 Implementation Issues (publication number 500-03-023F).
