As part of the February 1, 2006, Business Meeting, the California Energy Commission will consider adoption of the Renewables Committee Draft Renewables Portfolio Standard Procurement Verification Report and proposed errata to the report. The report was originally scheduled to be considered for adoption at the January 18, 2006, Business Meeting but was held over to the February 1, 2006, meeting. The change in schedule allows for public review of errata to the Committee Draft Verification Report.
RPS Verification Report
The Committee recommends that the Energy Commission adopt the Verification Report with errata. The Verification Report serves to transmit the Energy Commission's Renewables Portfolio Standard (RPS) procurement verification findings for the previous calendar year to the California Public Utilities Commission (CPUC). For additional information, the January 6, 2006, public notice, the draft errata, and January 2006, Committee Draft Verification Report are available from the Energy Commission's Web site at:

The Energy Commission encourages members of the public to submit written comments on the proposed Committee Draft Verification Report in advance of the Business Meeting. An original and 21 copies of comments filed by mail or in person should be provided to the Energy Commission's Docket Unit. Alternately, parties may file a single copy electronically with the Docket Unit and follow up with an original copy by mail. The Committee encourages comments to be submitted by e-mail to allow for their posting on the RPS proceeding Web page. If you are providing written comments at the Business Meeting, please make an additional 50 copies available at the beginning of the meeting.

Highlights of Committee Errata to the
Committee Draft Verification Report
The following summarizes the changes the Committee made to the January 2006 Committee Draft Verification Report. The changes are listed below and fall under the following general categories: clarifications, changes reflecting new and revised data, and other corrections and edits. Clarifications made in the report:
The Committee clarifies that the findings in this report rely on assumptions on how to treat outstanding accounting issues regarding the allocation of annual procurement as baseline or incremental.
The Committee had clarified in the report text that, consistent with CPUC rules, the baseline for the years following 2001 is equivalent to the deliveries required in the previous year's Annual Procurement Target. With these errata, the Committee revises the baseline figures to conform to the text.
Changes reflecting new and revised procurement data:
The Committee Draft Verification Report provides updated results to reflect supplemental information provided by San Diego Gas & Electric (SDG&E) that was not discernable from the CEC-RPS-Track filings. SDG&E identified procurement that was under contract with SDG&E in 2001 but had been incorrectly counted toward its Incremental Procurement Target (IPT) in the Staff Draft. This is corrected here.
Other corrections and edits:
The Committee amends the estimate of SDG&E's 2004 interim procurement. Because SDG&E's 2003 interim procurement exceeded its IPT, the excess from 2003 is allocated to 2004 incremental procurement. The methodology assumes that if the first year of incremental procurement exceeds the IPT, the energy continues to be accounted for as incremental until it is allocated toward the IPT.
The Committee strikes references to credit banking and clarifies that the report does not account for banking.
The Committee revises the percent renewable figures to divide current year procurement by current year retail sales in Tables 9, 12, 15. For example, 2004 procurement is divided by 2004 retail sales rather than 2003 retail sales.
The Committee makes conforming changes to Tables 4, 8, 9, 12, 15, 17, 26, and 29 and to the appendices.
The Committee makes other conforming and clarifying changes to the text.
