During the workshop, Commission staff will provide a summary of the draft Verification Report after which the Renewables Committee will invite members of the public to make comments.

Background

The purpose of the workshop is to solicit comments from interested parties on the draft Verification Report. The Energy Commission prepares a Verification Report annually to report its findings on the amount of renewable energy procured each year by retail sellers of electricity under California's Renewables Portfolio Standard (RPS). Once adopted by the Energy Commission, the verification report is transmitted to the California Public Utilities Commission (CPUC), so it may implement its role in setting California's RPS procurement targets and determining compliance with RPS requirements.

The draft Verification Report covers the 2005 calendar year and includes electricity procurement data from 2001 through 2005, where applicable. It also estimates the progress of retail sellers towards meeting their respective RPS procurement targets. The draft Verification Report revises some of the information provided in the Energy Commission's prior Verification Report, which was submitted to the CPUC in February 2006, based on the CPUC's subsequent decision, Opinion on Reporting and Compliance Methodology for Renewables Portfolio Standard Program (Rulemaking 06-06-027, Decision 06-10-050).

California's RPS was initially established by Senate Bill 1078 (Chapter 516, Statutes of 2002), which called for the state's retail sellers of electricity to procure 20 percent of their electricity needs with eligible sources of renewable energy by 2017. In September 2006, Senate Bill 107 (Chapter 464, Statutes of 2006) was signed into law and accelerated the 20 percent procurement target to 2010. Under the RPS, the Energy Commission is charged with certifying eligible renewable energy resources that satisfy RPS procurement requirements, developing an accounting system to verify retail sellers' compliance with the RPS, and awarding supplemental energy payments (SEPs) to cover the above-market cost to procure new and repowered eligible renewable energy resources.

Public Comments

Interested members of the public are encouraged to review and comment on the staff draft Verification Report. Members of the public may submit written or verbal comments at the workshop on March 15, 2007. Written comments submitted after the workshop must be submitted by March 19, 2007.

Those submitting written comments should provide an original and 11 copies to the Energy Commission's Docket Unit. Those interested in filing comments by e-mail immediately may send electronic documents to [docket@energy.state.ca.us] but will need to follow up with an original copy by mail or delivery to the Docket Unit. If you are providing written comments at the workshop, please make an additional 30 copies available at the beginning of the workshops.
