Renewables Portfolio Standard Reports and Notices from Publicly Owned Utilities

Governor Edmund G. Brown signed Senate Bill X1-2 in April 2011 that revised California's Renewables Portfolio Standard (RPS), advancing the most ambitious RPS goal in the country to 33 percent by 2020. To achieve this goal, utilities must adopt the new targets of an average of 20 percent of retail sales from procurement of renewables from January 1, 2011, to December 31, 2013, inclusive; 25 percent of retail sales from renewables by December 31, 2016; 33 percent of retail sales from renewables by the end of 2020; and procurement of no less than 33 percent of retail sales of electricity products from eligible renewable energy resources in all subsequent years. With enactment of SB X1-2, the RPS now applies to publicly owned electric utilities (POUs), as well as retail sellers of electricity.

The law also increased the California Energy Commission's role specific to POUs. It directs the Energy Commission to:

  • Adopt regulations specifying procedures for enforcement of the Renewables Portfolio Standards for POUs.
  • Post information on the date, time, and location of any public meeting to consider the POU's renewable energy resources procurement plan. Each POU must notify the Energy Commission at least 10 days in advance of such a meeting.
  • Post any documents made available to the public and considered at a noticed public meeting on the POU's renewable energy resources procurement status.
