Historical Background on the Western Renewable Energy Generation Information System

The timeline below provides a brief overview of the steps that have been taken so far towards the implementation of WREGIS. Additional information is available for some of the months.

2003

August 2003
  • Drafted and e-mailed Needs Assessment Survey to stakeholders. The Needs Assessment Survey is available in Appendix A of the Needs Assessment for a Western Renewable Energy Generation Information System Final Report.
October 2003
  • Released draft Needs Assessment for Western Renewable Energy Generation Information System
  • Conducted Stakeholder workshops to discuss WREGIS and Needs Assessment Report and receive public comment at the following locations:
    • October 24, 2003 - Phoenix, AZ
    • October 30, 2003 - Sacramento, CA
    • October 31, 2003 - Portland, OR
November 2003
  • Conducted three additional Stakeholder workshops to discuss WREGIS and Needs Assessment Report and receive public comment:
    • November 7, 2003 - Las Vegas, NV
    • November 18, 2003 - Denver, CO
    • November 19, 2003 - Santa Fe, NM
December 2003
  • Drafted committee task lists identifying work products and due dates to contribute to the development of a solicitation document for WREGIS. Current committee documents are available at http://www.westgov.org/wieb/wregis/documents.htm
  • Constructed an organizational structure for WREGIS as well as a decision-making structure
  • Released the Needs Assessment for a Western Renewable Energy Generation Information System Final Report

2004

January 2004
  • Conducted the WREGIS kick-off meeting on January 12 and 13, 2004
  • Conducted meetings via conference call for the Operational Rules Committee and the Data Interface Sub-Committee
July 2004
  • Interim Operating Rules were published on July 15, 2004
  • Western Electricity Coordinating Council (WECC) agreed to serve as the institutional home of WREGIS
September 2004
  • Institutional Committee issued recommendations for WREGIS governance and fee structures
December 2004
  • WREGIS Charter was approved by the WECC Board of Directors

2005

September 2005
  • Department of General Services released a request for proposals for the System Development and Technical Operations Contractor

2006

January 2006
  • The permanent WREGIS Committee convened
June 2006
  • Final proposals for the System Development and Technical Operations Contractor were received
July 2006
  • The WECC Board of Directors approved the contract between the Energy Commission and WECC at their July 27 meeting, enabling WECC to serve as the administrative base of WREGIS
August 2006
  • The Energy Commission approved the contract between the Energy Commission and WECC at the August 2, 2006, Business Meeting
September 2006
  • The contract for the WREGIS System Development and Technical Operations Contractor was awarded to APX, Inc., (APX) on September 15, 2006
November - December 2006
  • The WREGIS Kick-off Meeting was held at APX headquarters in Santa Clara, CA on November 1, 2006
  • Energy Commission staff worked with APX staff to further define the functional requirements for the system November 6 - November 10, 2006
  • The WREGIS administrative staff was hired and began work developing the WREGIS Program at WECC

2007

March 2007
  • WREGIS staff conducted an online seminar for stakeholders informing them of WREGIS functionality, registration information and upcoming training opportunities on March 20, 2007
June 2007
  • The Final Operating Rules were published on June 4, 2007
  • User Acceptance Testing of the WREGIS functionality was held at the Energy Commission June 4 - 6, 2007. This testing was performed by staff from the Energy Commission and WECC as well as select stakeholders
  • In-person training sessions were conducted for potential WREGIS users in cities throughout the West June 13 - 21, 2007
  • The WREGIS Terms of Use (Account Holder Agreement) was published on June 22, 2007
  • WREGIS went online and began accepting Account Holder registration on June 25, 2007

2008

January 2008
  • The first WREGIS Certificates were issued on January 30, 2008
March 2008
  • The Energy Commission held a workshop on March 17, 2008, to solicit stakeholder comments on the Draft Joint Agency Staff Report on Tracking System Operational Determination (Draft Report). The Draft Report is a collaborative effort between the Energy Commission and the California Public Utilities Commission to determine whether the tracking system is operational, capable of independently verifying that all renewable energy used for RPS compliance is generated by an eligible facility and delivered to the retail seller, and can ensure that renewable energy credits shall not be double counted by any seller of electricity within the service territory of the Western Electricity Coordinating Council (WECC), as required by Senate Bill 107 (2006)
