The California Energy Commission staff will conduct a workshop for applicants and stakeholders regarding a potential funding solicitation under the Alternative and Renewable Fuel and Vehicle Technology Program (Program) to projects applying for American Recovery and Reinvestment Act (ARRA) funds. This workshop will provide information that staff has to date regarding a potential solicitation for Alternative and Renewable Fuel and Vehicle Technology Program funding. This solicitation will be open to project proponents seeking program funds as match share to proposed ARRA projects. Program funding is available up to the amount indicated for the appropriate category in the Investment Plan for the Alternative and Renewable Fuel and Vehicle Technology Program.

The workshop will cover three major areas:

  1. Potential Solicitation - Discussion of objectives, process, timeline, and additional details.
  2. Stakeholder Presentations - Discussion of potential projects that could be funded through the potential solicitation and ARRA. (Presentations will be limited to five minutes. PowerPoint presentations are acceptable.)
  3. Funding Partners - Discussion of additional match funding sources.


The Alternative and Renewable Fuel and Vehicle Technology Program, established under Assembly Bill (AB) 118 (Núñez, Chapter 750, Statutes of 2007), authorizes the Energy Commission to spend up to $120 million per year over seven years to develop and deploy innovative technologies that transform California's fuel and vehicle types to help attain the state's climate change goals. Available funding for the 2008 2009 fiscal year is $75 million. An additional $101 million has been requested for fiscal year 2009-10. The emphasis of this Program is to deploy alternative and renewable fuels in the marketplace, without adopting any one preferred fuel or technology, and in doing so decrease, on a life-cycle basis, air and water pollutants, reduce or avoid multimedia environmental impacts, and maintain the sustainability of the state's natural resources. These program funds will be available as matching or leveraged funds for projects that successfully pass evaluation by the Energy Commission.

The ARRA will provide $787 billion in economic investment nationally. The goals of the ARRA are to stimulate the economy and create jobs for Americans in an accountable, transparent manner. California could receive more than $50 billion for a variety of statewide programs, including alternative fuels and transportation technology. The ARRA offers a unique opportunity to leverage state program funds with federal stimulus funds to maximize California's ability to transform the transportation sector and improve our economic and energy future.
