The California Energy Commission is mandated under Assembly Bill 2061 (Chapter 345, Statutes of 2022) to develop uptime recordkeeping and reporting standards for certain electric vehicle charging stations. Furthermore, Assembly Bill 126 (Reyes, Chapter 319, Statutes of 2023) mandates the Commission to adopt tools to increase charging station uptime. 

Access to highly reliable and dependable charging stations is critical to increasing consumer confidence in electric vehicle adoption and understanding whether there is equitable access to reliable charging stations. This public rulemaking will support charging station reliability and data collection by, in part, developing standards for reporting the uptime of publicly funded charging stations and collecting data to help inform state policy. Additionally, it will set reliability performance standards and data-sharing requirements for certain publicly funded charging stations.
