HEADS UP SMALL CITIES AND COUNTIES

Attention cities and counties -- ready to receive your ARRA funds? Are you aware that all cities and counties that receive and expend federal funds must comply with the Single Audit Act?

Each year the State Controllers Office will issue either an Audit Determination, Exemption Letter, or "No Review Necessary" to cities and counties based on their annual submittal. This certification from the State Controller will be required for your final application to the Energy Commission for any ARRA funds (such as EECBG and SEP). DOE ARRA SOLICITATIONS and ANNOUNCEMENTS UPDATE

Payments for Renewable Facilities Available: DOE and the U.S. Department of Treasury are now accepting applications for a program that will make direct payments in lieu of tax credits to companies for renewable energy facilities. This program will distribute at least $3 billion in financial support to approximately 5,000 biomass, solar, wind, and other types of renewable energy production facilities. NON-ARRA FUNDING ENERGY ANNOUNCEMENTS UPDATE

Solar Grid: Five solar energy grid integration projects were awarded up to $11 million of combined DOE and ARRA funds ($5 million). Four California entities where chosen to partner with the lead awardees and will receive portions of this funding: Premier Power and SPG (both of Novato), Idyllwild Municipal Water District (San Diego) and the California Independent System Operator (Folsom). Renewable Loan Guarantees: DOE will provide up to $30 billion in loan guarantees for renewable energy and infrastructure projects. Another $750 million will support several billion dollars more in loan guarantees for projects that increase the reliability, efficiency and security of the nation's transmission system. These solicitations (DE-FOA-0000140 and DE-FOA-0000132) are being funded partly through the ARRA and 2009 appropriations. More information: www.energy.gov/recovery/funding.htm
