EECBG Update

Prevailing Wage and Davis Bacon Act

The California Energy Commission has received further direction from the U.S. Department of Energy (DOE) about including information about prevailing wages and the Davis-Bacon Act.

All Energy Efficiency Conservation Block Grant (EECBG) applications (Program Opportunity Notice - PON-09-001) must now include documentation to verify that your jurisdiction complies with prevailing wage and the Davis-Bacon Act.

To help you complete this requirement, we have added Attachment K (prevailing wage compliance and certification) and a revised Attachment E (budget/payroll information) to the EECBG application attachments.

If you have already submitted your block grant application, we will work with you to obtain the required information. If you are not certain that the Davis-Bacon Act applies to your project, you can e-mail EECBG@energy.state.ca.us for clarification.

All applicants must complete the amended Attachment E (Budget) and the new Attachment K (Prevailing Wage Law Compliance and Certification) and submit them to the Energy Commission no later than the deadline to submit applications, January 12, 2010, at 4:00 p.m. PST.


Prevailing Wage Webinar Clinic Coming Soon

We realize that there numerous forms to fill out to receive your EECBG funds, and that this information changes when we receive new directions from the DOE. To help with this latest update, a Prevailing Wage Webinar is scheduled for the first week in January to discuss and help you understand and fill out the prevailing wage and the expanded budget forms (Attachment E).

A notice about how to access the Webinar online or by phone will be sent out, after the Christmas holiday, on Monday, December 28th,
