****************************************************************** NEWS RELEASE FROM THE CALIFORNIA ENERGY COMMISSION ****************************************************************** FOR IMMEDIATE RELEASE FOR MORE INFORMATION CONTACT: APRIL 19, 1995 Mary Ann Costamagna - 916-653-0378 PRELIMINARY STAFF ASSESSMENT OF PROPOSED SAN FRANCISCO ENERGY COGENERATION FACILITY NOW AVAILABLE "IN PRINT" A preliminary staff report assessing the proposed construction and operation of the San Francisco Energy CompanyŐs (SFEC) Cogeneration Project has been released by the California Energy Commission staff. The proposed project consists of a 240 megawatt combined cycle cogeneration power plant which will generate electricity for sale to Pacific Gas and Electric Company (PG&E). The facility is proposed to be located in the Bayview Hunters Point area of San Francisco. The plant, as proposed, would be built on either a six-acre site near the intersection of Innes and Fitch Streets; or on a five- acre site near the intersection of Cargo Way and Mendell Street. The Preliminary Staff Assessment (PSA) is a staff draft document, not a Committee or Commission decision or proposed decision. These analyses were prepared by Commission staff in accordance with the Public Resources Code and the California Environmental Quality Act. Based upon an analysis of the information currently available, the PSA presents preliminary conclusions and proposed conditions that apply to the design, construction, operation and closure of the proposed facility. The document includes analyses of the need for the electricity from the project, impacts on public health and safety, environmental impacts, and facility and engineering measures proposed to ensure the project can be constructed and operated safely and reliably and in compliance with all applicable laws, ordinances, regulations and standards. A series of workshops are scheduled as part of the CommissionŐs comprehensive review of San Francisco Energy CompanyŐs Application for Certification. The purpose of these workshops is to allow staff to receive comments on the PSA for staffŐs work in preparing the Final Staff Assessment on the proposed facility. Written comments with supporting documentation are encouraged, particularly if the commentor has a concern related to staff's conclusion(s) included in the PSA. For each of these workshops, comments and discussion will be limited to the topics identified in each particular meeting notice.
