*********************************************************** NEWS RELEASE FROM THE CALIFORNIA ENERGY COMMISSION ********************************************************** For Immediate Release For More Information Contact April 19, 1995 Mary Ann Costamagna - 916-653-0378 Final Staff Assessment of Proposed San Francisco Cogeneration Project Available from Energy Commission, Selected SF Libraries A final staff report presenting an independent assessment (Final Staff Assessment) of the proposed construction and operation of the San Francisco Energy CompanyŐs (SFEC) Cogeneration Project has been released by the California Energy Commission staff. The proposed project consists of a 240 megawatt combined cycle cogeneration power plant which will generate electricity for sale to Pacific Gas and Electric (PG&E). The facility is proposed to be located in the Bayview Hunters Point area of San Francisco. The Final Staff Assessment (FSA) is the final analysis and testimony prepared by the CommissionŐs staff for review by the SFEC Siting Committee, all parties to the proceeding and members of the interested public. The analysis is based upon written comments received from all participants in the SFEC siting case and comments made at public workshops held subsequent to the April 14, 1995, publication of the Preliminary Staff Analysis. The Final Staff Assessment, prepared by staff in accordance with the Public Resources Code and the California Environmental Quality Act, includes the following : * The project description and the existing environment * Whether the facilities can be constructed and operated safely and reliably in accordance with applicable laws, ordinances, regulations and standards * The environmental consequences of the project using mitigation measures proposed by SFEC, Commission staff, governmental agencies and other interested parties * The proposed conditions under which the project should operate if it is certified * Project alternatives The analyses contained in this report are based upon information from SFECŐs Application for Certification and responses to data requests submitted to Commission staff, supplementary information from local and state agencies and interested individuals, existing documents and publications and independent field studies and research. The FSA presents conclusions and proposed conditions of certification that apply to the construction and operation of the proposed cogeneration project. Public hearings will be conducted by the CommissionŐs SFEC Siting Committee in order to receive evidence into the record, allow the various parties to argue their positions on any disputed matters and receive comments from the public and other governmental agencies. The Siting CommitteeŐs recommendation to the full Commission will be contained in the Presiding MemberŐs Proposed Decision.
