Energy Commission Offers New Tools for Navigating the
Deregulated Utility Industry Landscape
As industry experts work to design California's deregulated electric utility industry, some aspects of the state's energy future are already making themselves clear.
Deregulation will bring decisions about electricity much closer to home. In some communities, new competition, new opportunities and new access will translate into job creation and capital investment.
So how can local government entities, business development practictioners and power plant developers best prepare themselves for these economic development opportunities and decisions that lie ahead in California's energy system?
The California Energy Commission now offers a set of new tools for just this purpose. These resources are designed to provide local governments planners, decision-makers and energy facility developers with the prerequisites they will need to make the strategic decisions they face in the very near future.
These new Energy Commission publications include California's Electric Transmission System Maps and the Energy Aware Planning Guide - Energy Facilities.
Maps
- California's Electric Transmission System - Statewide : this broad overview map shows statewide county lines and utility ownership of substations and transmission lines. Cost: $10.00.
- California's Electric Transmission System Maps , Upper, Middle & Lower: a detailed, computer-generated four-part series of full-color maps, each measuring approximately 36 inches by 48 inches, that depict all substations and transmission lines from 500 to 60kV. Each transmission line and substation is color-coded by utility ownership and each map indicates county lines, major roads, lakes, railroad lines. The maps offer close-ups of upper, middle and lower California with the fourth map showing enlargements of transmission line "congestion" areas such as Los Angeles and San Francisco. Cost for the four map set is $175.00 or $60.00 if purchased separately.

Energy Aware Planning Guide - Energy Facilities
A compilation of ideas and information vital to achieving an effective, less costly and expeditious energy facility permitting process. TheGuide addresses health and safety, environmental, public involvement and economic considerations which are key to energy facility planning and permitting activities. This 300-page publication provides regulatory information, general plan and implementation ideas, case studies, suggestions on how local governments can effectively work with other energy facility permitting agenies, and includes a useful list of informational resources and industry contacts.
