Energy Commission Staff Drafts Preliminary
Assessment of Proposed High Desert Power Project

A preliminary staff report assessing the proposed construction and operation of the High Desert Power Project is now available from the California Energy Commission.

The proposed project consists of a 680 to 830 megawatt natural gas fueled electricity generation power plant. The proposed project is to be located in the northeast corner of the Southern California International Airport (formerly George Air Force Base), in the city of Victorville.

The Preliminary Staff Assessment (PSA) is a draft staff document, not a Committee proposed decision or a Commission final decision. This analysis was prepared by Commission staff in accordance with the Public Resources Code and the California Environmental Quality Act.

Based upon an analysis of the information currently available, the draft PSA presents preliminary conclusions and proposed conditions that apply to the design, construction, operation and closure of the proposed facility. The PSA does not presently discuss all aspects of the proposed project. It does, however, include analysis of the need for the electricity from the project, impacts on public health and safety, environmental impacts and facility and engineering measures proposed to ensure the project can be constructed and operated safely and reliably and in compliance with all applicable laws, ordinances, regulations and standards. A final PSA is expected to be available by July 31, 1998.

The Energy Commission staff has scheduled workshops to discuss the draft report's findings and recommendations regarding public health, safety and fire protection, transmission line safety and nuisance, traffic, cultural resources, socioeconomics, and paleontological resources. These public workshops will be held:
