Energy Commission Staff Drafts Preliminary Assessment
Of Proposed Delta Energy Center Project



A preliminary staff report assessing the proposed construction and operation of the Delta Energy Center is now available from the California Energy Commission.

The draft report and a detailed description of the proposed power project can be printed from the Energy Commission's Web Site located at:

On December 18, 1998, the joint partnership of Calpine Corporation and Bechtel Enterprises, Inc. filed an Application for Certification seeking approval from the California Energy Commission to construct and operate the 880-megawatt (MW) Delta Energy Center. The proposed project would be located on an undeveloped 20-acre parcel at the Dow Chemical Company facility generally north and west of the adjacent Delta Diablo Sanitation District treatment facility in the City of Pittsburg.

The Energy Commission is responsible for reviewing and ultimately approving or denying licenses for thermal electric power plants, 50 MW and greater, proposed for construction in California. The Energy Commission's facility certification process carefully examines public health and safety, environmental impacts, and engineering aspects of proposed power plants, and all related facilities such as electric transmission lines, natural gas pipelines, and water lines. The Energy Commission's responsibilities are similar and equivalent to those of a lead agency under the California Environmental Quality Act.

The Preliminary Staff Assessment is a draft staff document, not a Committee proposed decision or a Commission final decision. This analysis was prepared by Commission staff in accordance with the Public Resources Code and the California Environmental Quality Act.

The Preliminary Staff Assessment for the Delta Energy Center contains the preliminary environmental and engineering evaluation of the project. Several workshops on the information contained in this document will be held during August and September. From these workshops and additional information, the staff will revise the document and file a Final Staff Assessment.

The workshops will be held:

August 10, 11, 18 and 19, 1999
East County Boys and Girls Club
1001 Stoneman Avenue, Pittsburg
Wheelchair accessible


The workshops on August 11 and 19 will only be held if additional time is necessary. The proposed schedule for all workshops is as follows:

August 10, 9:30 a.m. to 4 p.m.: land use, socioeconomic resources, cultural resources, visual resources, traffic and transportation, reliability, efficiency, noise, geology, facility design, transmission system engineering, hazardous materials.

August 11, 9:30 a.m. to 4 p.m.: workshop will be held only if above subjects are not addressed on August 10.

August 18, 9:30 a.m. to 4 p.m.: biological resources, water resources, air quality, public health, worker safety, waste management, transmission safety and nuisance.

August 18, 6 p.m. to 9 p.m.: open forum on any subject.

August 19, 9:30 a.m. to 4 p.m.: workshop will only be held if necessary.
