Energy Commission Staff Completes Preliminary
Assessment of Kern County Power Project

The California Energy Commission staff has released a preliminary report outlining conditions that should apply to the design, construction, operation and closure of the proposed Sunrise Cogeneration and Power Project if the Commission is to approve the project.

The 470-page document includes the Energy Commission staff's comprehensive analyses of the $250 million, 320-megawatt natural gas-fueled facility proposed by the Sunrise Cogeneration and Power Company, a wholly owned subsidiary of Texaco, Inc. The site of the proposed power plant is on a 20-acre parcel of land in the Midway-Sunset Oil Field, approximately 35 miles southwest of Bakersfield, in western Kern County.

Electricity generated by Sunrise would be transmitted over an approximately 23.3 mile long, 230 kilovolt transmission line to Pacific Gas and Electric Company's (PG&E) Midway Substation at Buttonwillow.

The Preliminary Staff Analysis (PSA) is a staff draft document, not a Committee or Commission decision or proposed decision. These analyses were prepared by Commission staff in accordance with the Public Resources Code and the California Environmental Quality Act.

Based upon an analysis of the information currently available, the PSA presents preliminary conclusions and proposed conditions that apply to the design, construction, operation and closure of the proposed facility.

A series of workshops is scheduled as part of the Commission's comprehensive review of the proposed Sunrise Cogeneration Project. The purpose of these workshops is to allow staff to receive comments on the PSA for the staff's work in preparing the Final Staff Assessment on the proposed facility.
