Energy Commission Staff Review
of Proposed Delta Energy Center Now Available



The first part of a final staff assessment of the proposed construction and operation of the Delta Energy Center is now available from the California Energy Commission.

The report and a detailed description of the proposed power project can be viewed and printed from the Energy Commission's Web Site located at:

Based, in part, on information gained at public workshops held in Pittsburg and on independent field study, the staff's final assessment of the Delta Energy Center presents its analysis of environmental, public health and safety, and engineering elements of the project. The report also includes conclusions and conditions of certification for the design, construction, operation and closure of the proposed facility.

The assessment is also based on information from the Delta project's application for power plant certification and subsequent revisions; responses to data requests; supplemental information from local, state and federal agencies; and local citizens and interested parties.

Part one of the staff's independent assessment of the proposed project covers 20 different technical areas. Two remaining subjects, water resources and air quality, will be covered in the second part of the staff's final assessment which is contingent on a Bay Area Air Quality Management District's determination of the proposed project's compliance with regional air requirements. The Commission staff expects to complete part two of the Final Assessment by mid-October.

The project, as proposed by Calpine/Bechtel, is an 880-megawatt, natural gas-fired, combined cycle, electric generation facility. The combined cycle design consists of three combustion turbine generators, three heat recovery steam generators with duct burners and a steam turbine generator. The project is proposed to be located on an undeveloped 20-acre parcel at the Dow Chemical Company facility, northwest of the adjacent Delta Diablo Sanitation District treatment facility in Pittsburg.

The final staff assessment of the proposed Delta Energy Center Project will become part of the factual record the Commission uses to reach a final decision on the proposed project. This factual record is developed over the course of a series of formal evidentiary hearings to be held on the project.
