Completes Review of Proposed
Sunrise Cogeneration and Power Project
Part one of the final staff assessment of the proposed construction and operation of the Sunrise Cogeneration and Power Project in western Kern County is now available from the California Energy Commission.
The report and a detailed description of the proposed project can be viewed and printed from the Energy Commission's Web Site located at:
Based, in part, on information gained at public workshops and on independent field study, the staff's final assessment of the Sunrise Project presents its analysis of environmental, public health and safety, and engineering elements of the project for 15 of 22 technical areas. The report also includes conclusions and conditions of certification for the design, construction, operation and closure of the proposed facility. The staff expects to file the remainder of its analyses after it receives the air district's final Determination of Compliance, and the applicant supplies additional information.
The assessment is also based on information from local, state and federal agencies, local citizens and interested parties.
The project's applicant, Texaco Global Gas and Power, proposes to build a 320-megawatt natural gas-fired cogeneration electric generation facility within the Midway-Sunset oilfield, approximately three miles northwest of Fellows and 2.5 miles south of Derby Acres.
The final staff assessment of the proposed Delta Energy Center Project will become part of the factual record the Commission uses to reach a final decision on the proposed project. This factual record is developed over the course of a series of formal evidentiary hearings to be held on the project.
