Releases Proposed Decision on Sunrise Power Project
Sacramento -- A proposed decision on the 320-megawatt Sunrise Cogeneration and Power Project, proposed for a western Kern County oil field, is now available from the California Energy Commission.
The Energy Commission Committee's Proposed Decision on the Sunrise Cogeneration Project is available and can be printed from the Energy Commission's Web Site at:
Based on evidence in the formal hearing record, the Committee's decision notes that the United States Environmental Protection Agency has ruled that the local air district's final determination of compliance is invalid. Because of the USEPA's finding, the Committee cannot recommend approval of the Sunrise Cogeneration Project at this time. The Energy Commission will not grant the Applicant a license to construct and operate the project until these issues with the USEPA are resolved.
The proposed project would be a natural gas-fired cogeneration project, producing electricity for the State's electrical grid and steam for use in oil production in an adjacent oil field. The project would interconnect to the regional transmission system at Pacific Gas & Electric's Midway substation, by way of a 23-mile long, 230-kilovolt transmission line.
Energy Commissioner Michal (correct spelling) Moore is the Presiding Member of the Sunrise Cogeneration project. Commissioner Robert Pernell serves as the Committee's Associate Member.
The Committee's recommendation to not license the Sunrise Cogeneration Project at this time is subject to approval by the full Commission.
