Preliminary Assessment of Proposed Metcalf Energy Center

A preliminary staff report assessing the construction and operation of the proposed Metcalf Energy Center is now available from the California Energy Commission.

The draft report includes a detailed description of the electricity generation project. The report can be viewed and printed from the Energy Commission's Web Site located at:

The project, planned by Calpine Corporation and Bechtel Enterprises, Inc., would be a 600-megawatt, natural gas-fired, combined cycle power plant. It would be located in the City of San Jose, after a portion of the proposed site is annexed from the County of Santa Clara. Near Highway 101 in the south part of San Jose, the project would be located on 14 acres currently zoned for agricultural use.

The proposed Metcalf Energy Center and related facilities -- such as the electric transmission lines, a natural gas line, water supply lines and wastewater lines -- are under the Energy Commission's jurisdiction. When issuing a license, the Energy Commission acts as lead State agency under the California Environmental Quality Act. The Commission's process is functionally equivalent to preparing an environmental impact report.

Based upon an analysis of the information currently available, the Preliminary Staff Assessment presents the staff's preliminary conclusions and proposed conditions that apply to the design, construction, operation and closure of the proposed electrical generation facility.

A draft document, the Preliminary Staff Assessment is produced by Energy Commission staff. It contains conclusions and recommendations which may change by the time the staff completes its Final Staff Assessment.

A series of public workshops will be scheduled for mid-June as part of the Commission's comprehensive review of the proposed power project. The workshops allow staff to receive comments from the public, as well as local, state and federal agencies, to use in preparing the Final Staff Assessment.

The public is encouraged to attend the upcoming workshops. Dates will be announced later.
