Energy Commission Releases Preliminary Assessment
Of Proposed Otay Mesa Generating Project

Part one of the Preliminary Staff report assessing the construction and operation of the proposed Otay Mesa Generating Project is now available from the California Energy Commission.

The staff report includes a detailed description of the project being proposed by the Otay Mesa Generating Company, LLC. The report can be viewed and printed from the Energy Commission's Web Site located at:

The Otay Mesa Generating Project would be a nominal 510-megawatt, natural gas-fired combined cycle power plant located on an undeveloped site in western San Diego County. The location is about 15 miles southwest of San Diego and about 1.5 miles north of the United States/Mexico Border. Electrical energy from the proposed merchant power plant will be sold in California's electricity market through the California Power Exchange and to large wholesale customers.

The Otay Mesa Generating Project and related facilities are under the Energy Commission's jurisdiction. When issuing a license, the Energy Commission acts as lead state agency under the California Environmental Quality Act. The Commission's process is functionally equivalent to the preparation of an environmental impact report.

Based upon an analysis of the information currently available, the Preliminary Staff Assessment presents staff's initial conclusions and proposed conditions that would apply to the design, construction, operation and closure of the proposed electrical generation facility if it is finally approved by the Energy Commission.

To complete its analyses of the project, Energy Commission staff requires additional information on air quality, biological resources, transmission system engineering, and power plant efficiency and reliability (including the supply of natural gas). The applicant and Energy Commission staff are consulting with local, state, and federal agencies to resolve these issues.

The Energy Commission committee overseeing Otay Mesa's application for certification will conduct a status conference on May 22. The timetable for obtaining information needed to complete the staff's analyses will be discussed, including the Preliminary Determination of Compliance that must be completed by the San Diego Air Pollution Control District.
